Each new "frame" of probablistic outcomes is available to us one planck unit of time after another, and that's true no matter whether you are traveling close to the speed of light or stationary. Thanks, this is what I've been looking for. As far as probabilities, is the rate of time defined by probabilities in the 5th dimension? Of course if time moves according to relativity at different rates in the universe, then the 5th dimension would not be 'clean' because universe probabilities would differ immensely based on what location you are in the universe. This seems to only make sense in my mind if time was a constant, which it is not.
