Well, in some cases the landmines have protected the children, family, and the elderly by delaying the overwhelming enemy occupying a small country. So it's surely easier for the feel-good-factor to start with the vital elements of the defense of other countries as if other weapons would not harm people. But nevertheless, maybe the ban is needed.
